
Dr Cathal Rogers is Research Culture and Assessment Manager in the Research Strategy Team at the University of Manchester. He provides leadership to enhance research cultures across the university and help build an environment that supports academic excellence where researchers can thrive. This includes developing, delivering, and evaluating strategic initiatives that promote a positive research culture and environment, as well as leading preparations of the University’s internal and external research assessment exercises (including REF 2029) in order to produce the highest quality submission for the University.
Cathal is seconded to Research England as part of the REF 2029 Panel Secretariat, a role he also held for the assessment phase of REF 2021. In 2025 he was appointed as a member of a REF PCE Pilot panel (UoA 17). Cathal has published on different aspects of research culture, including support for research-active staff returning from maternity and other parental leave.
