Newton – partners’ ability to receive funding

Hello all

We are involved in a Newton bid with a Mexican partner. Apparently Mexican state rules require that the Mexican partner provides a bond or promissory note before they are able to receive funding at their end. For some reason they are unable to do so – and as a result the project will not be able to go ahead.

Has anyone got experience of this and are of any workarounds? Or did you manage to facilitate a resolution somehow?
